Dr. Jay Taylor

Dr. Taylor has been practicing optometry in Sussex County Delaware for over 25 years.  He graduated from James Madison University in 1990 and then the Pennsylvania College of Optometry in 1994.  While at PCO he was awarded a Navy Health Professions Scholarship and practiced his first three years at the Naval Hospital Oak Harbor on Whidbey Island, WA.  He then moved cross country and has been providing eye care in the area since 1997.

     His focus on patient relationships, advances in the treatment of ocular disease and innovations in optic designs make him a caring, knowledgeable doctor.  He has worked, played and raised three children in the Lewes/Rehoboth area.

Dr. Rachel Hartman

Dr. Hartman has recently joined Ocean Eye Care and is excited to bring her 6+ years of eye care within Sussex County to Rehoboth.  Dr. Hartman brings her exuberance for new technology and dedication to quality patient care to our growing practice.  As well as providing full scope eye care, she specializes in innovative dry eye treatments and sees patients of all ages.   

Dr. Hartman grew up in York, PA and completed her undergraduate degree at Washington & Jefferson College.  She then earned her Doctor of Optometry degree from the Pennsylvania College of Optometry at Salus University in 2017.  Dr. Hartman is a member of the American Optometric Association and the Delaware Optometric Association.  She is also an active member of the Lewes Lions Club. 

Dr. Hartman and her husband Taylor reside in Rehoboth Beach and are happy to call the area home. In her free time, Dr. Hartman enjoys crafting stained glass, cycling on her Peloton, cooking, and playing
with her two dogs, Citra and Tyrion.
